Joseph Otis Minott: In dealing with CO2, Pennsylvania can’t afford to do what the federal government does better

Clean Air Action Fund President Joseph Minott wrote an op-ed in the Pittsburgh Post-Gazette opposing legislation from Rep. Eric Nelson (R-Westmoreland) that would require the Commonwealth to assume the authority to permit and oversee carbon dioxide (CO2) injection wells.
