LECCA — the Low-Emitting Carbon Concrete Alliance

The Genesis of LECCA

 

In 2023, New Jersey — with overwhelming bipartisan support — passed legislation to encourage the production of concrete which had a lower carbon content with a tax credit.

That same year, a group of knowledgeable Pennsylvania volunteers came together to assess the feasibility of developing a similar effort in the Commonwealth. They conferred with a number of other states, industry experts, businesses, and state and national organizations to try to replicate a similar effort in Pennsylvania, which has a significant number of concrete and cement producers.

LECCA’s — Low-Emitting Carbon Concrete Alliance — goal is to develop a business-friendly approach to provide an incentive to measurably lower the carbon content in cement and concrete. Part of that is creating meaningful financial incentives for producers who are willing to step forward.

LECCA’s Goal

With the assistance of Morgan Plant, a seasoned Pennsylvania lobbyist, we have met with other stakeholders, legislators, administrative staff, and state and national environmental organizations to learn more about this issue and how it could apply to Pennsylvania businesses on a scalable level.

A co-sponsorship memo was circulated in June of 2025 by Representatives Mandy Steele (D-Allegheny) and Andrew Kuzma (R-Allegheny) titled the Concrete Innovation Act, HB 1711.

Policies like those suggested in HB 1711 are an essential part of helping industry move in the right direction.

In October 2025, Team PA and the EFI Foundation convened in Harrisburg to assess interest in this topic. 

We have been invited to participate in their subsequent collaboration, the Low-Carbon Concrete Task Force.

Concrete Innovation Act

HB 1711

Concrete manufacturing accounts for approximately 8% of global carbon dioxide emissions, thereby causing substantial climate risks.

HB 1711 offers direct rebates to concrete producers that use low-emitting materials and cleaner production methods verified by third-party environmental product declarations. These incentives apply only to concrete used in Pennsylvania-funded projects.
