HB 1711 would provide an annual performance incentive of at least $5 million to encourage the use of low-embodied carbon concrete on projects funded wholly or in part by Pennsylvania either through the Redevelopment Assistance Capital Program (RACP) process, Department of General Services, or the Department of Transportation.

Concrete manufacturing accounts for approximately 8% of global carbon dioxide emissions, causing substantial climate risks.
Nearly one-third of all concrete in the United States is procured for public projects. State procurement of concrete, therefore, can be leveraged to build demand and broad market acceptance for a range of safe, cost-effective, and high-impact low-embodied concrete and production methods.
HB 1711 — co-sponsored by Representatives Mandy Steele (D-Allegheny) and Andrew Kuzma (R-Allegheny) — was introduced in July 2025 and has been referred to the Pennsylvania House Environmental and Natural Resource Protection Committee.
The bill offers incentives through direct rebates between 5-8% to concrete producers that use low-emitting concrete (with a verified environmental product declarations, or EPDs) and that may use a variety of innovative low-emitting production methods that conform to these third-party EPDs. Such rebates apply only to concrete production for projects funded by the government of Pennsylvania.
Low-emitting carbon concrete methods are now well-established trends in concrete manufacturing for a number of innovative Pennsylvania companies and as these innovative approaches become more widespread, Pennsylvania has an opportunity to lead the nation in industrial sustainability.
Federally funded programs like RISE (Reducing Industrial Sector Emissions) PA are also helping to empower producers to invest in emissions-reducing technologies and plant upgrades.
Policies like HB 1711 are being adopted with strong bipartisan support in additional states and are an essential part of helping industry move in the right direction.
